CONSTITUTION
CENTRAL COAST LEAGUES CLUB
CHESS CLUB
The Club shall be known as the Central Coast Leagues Club Chess Club and may be referred to by the initials C.C.L.C.C.C.
Headquarters of the C.C.L.C.C.C. will be the Central Coast Leagues Club Ltd, of Gosford.
The aims and objects of the C.C.L.C.C.C. are :-
a. To have a strong and successful chess club within the Leagues Club Interior Club system.
b. To meet and play chess on a weekly basis and any other convenient time.
c. To have and promote competition chess between members.
d. To hold regular competitions and tournaments between members, players, and other clubs.
e. To hold competitions and tournaments over long weekends (public holidays).
f. To promote tournaments whereby non-members can participate.
g. To promote and organise the NSW Country Championships, the NSW Championships, and the Australian Championships.
h. To promote and foster the learning and playing of the game of chess in primary schools, high schools, TAFE colleges, and universities throughout the New South Wales and Australian Education Systems.
i. To promote the playing of chess and tournament competition throughout the Central Coast, New South Wales, and Australia.
j. To promote the playing of chess in a spirit of friendly rivalry with sportsmanship and decorum prevailing at all times.
k. To play the game of chess according to the F.I.D.E. (world chess body) Rules.
l. To be affiliated only with the New South Wales Chess Association and/or the Australian Chess Federation.
(b) All members of the C.C.L.C.C.C. shall be members of the Central Coast Leagues Club Ltd.
(c) Only financial members of the Central Coast Leagues Club and the C.C.L.C.C.C. may play in Club Championships.
(d) Members of the C.C.L.C.C.C. must play in at least one (1) C.C.L.C.C.C. internal tournament to be eligible to play in the Club Championships.
Shall consist of President, Vice President, Secretary, Treasurer, and three(3) other Committee Members. All positions to be declared vacant and re-elected at each Annual Meeting.
a. The Executive Officers shall consist of President, Vice President, Secretary and Treasurer.
b. Associate Members shall not hold any Executive Office.
c. No member of the C.C.L.C.C.C. who holds any position executive or otherwise in any other chess club or association shall be eligible to hold any position executive or otherwise on the C.C.L.C.C.C. Executive or Committee or to conduct any competition within the club.
d. Committee Meetings shall be whenever called by the Secretary.
e. At least four(4) Committee Meetings shall be held throughout the year February to January.
f. Special Meetings shall be held upon written application signed by ten (10) members and received by the Secretary fourteen (14) days before the proposed meeting.
g. The Annual General Meeting shall be held within thirty (30) days of the CCLC AGM. Only Ordinary Members of the Central Coast Leagues Club Ltd and Financial Members of the C.C.L.C.C.C. may vote at Annual or General Meetings.
h.
A quorum at Committee Meetings shall be three (3) members of
the executive plus one (1) other.
i. A quorum at General Meetings shall be ten (10) members.
j. The Financial Year shall be July 1st to June 30.
k. Should an emergency occur calling for instant decision, the Executive or a minimum of three (3) Committee Members shall have power to make such decisions.
The President shall preside at all meetings. He shall see that the Rules and Regulations are strictly enforced. He shall perform such other duties as usually appertain to the office of President. The President may offer suggestions to a meeting but shall not have power to move a motion.
The Vice President shall perform the duties of President in his absence or at his request.
The Secretary shall keep full minutes of the Annual, Special, General, and any other Chess Club Meetings. He shall perform such other duties as usually appertain to the office of Secretary.
The Treasurer shall keep a true record of receipts and expenditures and the books shall be at all times open for inspection by the President or Executive Committee.
The C.C.L.C.C.C. shall conduct other tournaments for its members throughout the year besides the Club Championship.
The Central Coast District Championship shall always be organised and run by the C.C.L.C.C.C. and shall be played at the Central Coast Leagues Club. The Central Coast District Teams Championship shall always be organised by the C.C.L.C.C.C. and played on a Home and Away basis or as otherwise determined by the C.C.L.C.C.C. Committee.
No alterations and/or additions shall be made to the constitution except at a Special or Annual General Meeting. Members intending to propose a motion to change or alter the Constitution at a Special or Annual General Meeting must give notice in writing to the Secretary fourteen(14) days before the Meeting of the proposed alteration or change and a three quarter ( ¾ ) majority of the C.C.L.C.C.C. Membership shall be necessary to permit the proposed changes.
A patron may be appointed by the Members at Annual General Meetings. The Nominee must be a Financial Member of the Central Coast Leagues Club Ltd.
The Annual Membership Subscription shall be determined at the Annual General Meeting.

Additions to Point 5 (Committee)
The president shall act as Chairperson at all meetings of the Club and of the Committees. He shall also be an ex officio member of all sub-committees. He will also present a report to the Annual General Meeting of the Club concerning its activities during the preceding year. He will generally represent the Club both with the board of CCLC Limited and with the public (including other clubs and associations).
(a) Vice Presidents
In the absence of the President the Senior Vice President shall perform the duties of the President.
1) Club Captain
(a) The Club Captain shall be elected at the Annual General Meeting of the Chess Club and his duties shall be :
(b) To be responsible for the overall smooth running of pennant teams and to find suitable registered fill-ins when required.
(c) To advise players with regard to the suitability of fill-ins.
(d) To select teams and organise play on social days and social matches against other clubs.
(e) To draw up a roster for voluntary duties.
The secretary shall attend all meetings of the Club and the Committee and keep full and correct minutes of proceedings of same in the book maintained for that purpose. Subject to the direction of the Committee he shall receive and reply to correspondence in relation to the Club and its officers.
The Treasurer shall be responsible for the receipt of monies payable to the Chess Club and shall promptly deposit such monies to the credit of the Chess Club in a bank account approved by CCLC. The Treasurer shall prepare for each meeting of the Club a statement of its financial position and shall pay all accounts after they have been passed for payment by the Club. The Treasurer shall also keep a correct account and record of monies received and disbursed and shall prepare and submit a financial statement and auditor’s report to the Annual Meeting of the Chess Club and also such other statements and accounts as may from time to time be required by CCLC. Books of accounts shall be kept in accordance with the direction from CCLC.

An Annual General Meeting of the Chess Club shall be held within five calendar months after the end of each calendar year.
